Despite Lockdown RailTel Completes work of NIC e-Office implementation in Dhanbad Division of East Central Railway
With this The Zonal HQ and 4 Divisions of ECR (Danapur, Samastipur, Pt. Deen Dayal Upadhaya, Dhanbad) now have Paperless work culture
Despite nationwide lockdown due to COVID19 outbreak, RailTel has successfully completed the work of providing NIC e-office in Dhanbad Division of East Central Railway (ECR). With this all establishments of ECR (the Zonal HQ and all 4 Division offices) are now adopting paperless work culture by replacing manual files with NIC e-office suite, implemented by RailTel. RailTel has created 4784 users in these 5 establishments (Zonal HQ+4 Divisions) of ECR and trained executives to handle the platform. NIC e-office is helping Railway officials of East Central Railway to handle all their manual file work remotely on digital platform.
RailTel signed the MoU for the Phase 1 with Indian Railways in March 2019 with a mandate to complete the work by March 2020. But RailTel completed the work ahead of time and completed the work at East Central Railway zonal Head Quarter and Danapur Division within 6 months of signing the MoU. The work at Samastipur, Pt. Deen Dayal Upadhaya, Dhanbad divisions was executed under the phase 2 of e-office execution and completed within 3 months of signing the MoU.
NIC e-Office is a cloud enabled software developed by National Informatics center (NIC) that is being deployed/hosted from RailTel Tier III UPTIME USA certified data centres at Secunderabad and Gurgaon. It is based on Central Secretariat Manual of e-Office Procedure (CSMeOP). Implementation of NIC e office aims to usher in paperless, more efficient, effective and transparent inter-government and intra-government transactions and processes.
The aim of e-Office implementation is to provide reliable, efficient, and effective way to handle office files & documents. Since the implementation more than 1500 e files and 8680 e-receipts have been created in East Central Railway offices (HQ + 4 Divisions). There is an absolute transparency as anything once written on the file cannot be changed or undone. There is also a monitoring mechanism to check where the files are held up.
It was big challenge for RailTel team to complete the work during the lockdown phase as resource movement was restricted. However, RailTel completed the majority of the work remotely and training was also provided through video conferencing. E-office has proved to be boon in the crisis time like this and part of Railway workforce now can work from home as well which would have been impossible in case of manual filing system. RailTel has by far created 76,198 users across Indian Railways (Zonal HQs, Divisions, CTI, Pus, Workshops etc) and till date 1,33,033 e-Files and 4,67,750 e-Receipts have been created replacing the manual work mode.
It is a big challenge to transfer the entire manual filing system of Indian Railways on to one digital platform. However, the bigger challenge is to train the workforce so that they can handle the system efficiently. The most difficult part is to condition the users to give up the habit of using manual file system and adapt the new system of paperless working. RailTel’s team has managed to complete the implementation before the deadline and also managed people by retraining and handholding for roll out.
Quick disposal of files and systematic, timely monitoring of pending files has been the other immediate advantage of NIC e Office. With above advantages, East Central Railway will be changing the work culture for providing better services to public. e-Office fosters paper-less culture which will not only save operational cost but also reduce the carbon foot print.
